It was really nice to see stunning scenery , Budva and Kotor. Both were very busy. I am glad I have seen Montenegro but people should be warned about the border crossing. Going there we got through really quickly but coming home took us 3 hours. I know it is bureauocrasy but surely they could put extra staff on at busy times. Unless you really don't mind the long wait I would avoid this tour.
